Commenting on the specific content for the draft action plan of the construction industry, Mr. Nguyen Cong Thinh - Deputy Director of the Department of Science, Technology and Environment said, the Government has assigned specific tasks to the Ministry of Construction to guide the development of construction materials. energy saving, environmentally friendly, reducing energy consumption, reducing the use of natural resources, energy targets in the planning of minerals for construction materials, cement planning, gas emission inventory greenhouses (production of construction materials, emissions in landfills, greenhouse gases in buildings), should be included in the specific contents of the program for the sustainable development of the construction industry.
Mr. Luu Duc Cuong - Director of the National Institute of Urban and Rural Planning said that the sustainable development story of the construction industry is very wide so it is impossible to expect a program to solve all. Therefore, the construction plan of the Construction industry must follow Decision 622 and be feasible, enter into life. The content related to climate change should be integrated with the content of standards, regulations, construction materials and the most important is policies and strategies of national and rural development planning.

Need to launch green urban program
For the reason that sustainable development is always associated with the environment, many experts believe that it is necessary to launch a movement to develop green buildings and green cities for a sustainable construction industry.

Mr. Pham Duc Nguyen said, summarizing the 10 largest cities in the world to develop green buildings, there are criteria for: Green building quality, number of green buildings, percentage of green buildings per capita, rate Green buildings on GDP, CO2 emission rate, green park rate, green space ... To achieve these criteria, there must be a green building movement. However, without the hands of the Government, it is difficult to implement. Therefore, Mr. Pham Duc Nguyen proposed the Ministry of Construction to launch the movement and departments such as the Department of Science, Technology and Environment, Department of Urban Development to help the Ministry of Construction implement the program.
According to Mr. Pham Duc Nguyen, it is necessary to set specific goals for green buildings and green urban development. It is possible to set the roadmap within 3 years to launch the national green building movement, to achieve 50% of green buildings in urban areas by 2030.
Many studies and reality have shown that green buildings help save energy very much, energy can be reduced from 30-50%, water can save 30-50%, waste is treated well. The green urban movement in the world currently has 2 different models, one model is implemented by households, good countries are USA, Europe and Malaysia. The second model is the state presided over, a ministry to launch, Singapore is typical of the movement.
